Impossible. It would cost in the hundreds of billions to connect the plants to the cities. And like Albanis said, the ground here freezes very deeply. Some cities here (very few) have local networks buried, but they are very small systems and easier to maintain.

that would never work in quebec's winter. it works in europe etc, cuz they have soft winter but here, the earth freezes to deeply. The underground powerlines would break deep under ground cuz of the cold, and make it impossible to dig through frozen ground for 3metres to repair.
Imagine it that had happened somewhere else than Quebec, like in the USA, where power lines are much more fragile and vulnerable...

Most of the footage used is real... Power Lines fallen to the ground, Fallen towers, etc... It's all real footage from 1998 in Quebec...

This would be a perfect disaster if Montreal were in Danger of a total blackout with 6 power lines down and the other 2 are on the verge of collapse.
