You don't seem to understand how the system works. If there's a dotted line between the lane and the shoulder, you're expected by the overtaking driver on the opposite side to make room by driving towards right. Same will apply when you want to overtake. It may be scary, but it does work.

And by the way, the speed limits in NL are lower than anywhere else.
