Take it to your local Comic shop and ask the owner to submit it for you. They'll fill out the paperwork and mail it in for you, you just need to pay all fees and shipping up front. Once they get the book back (about a month latter) they'll give you a call and you pick it up.
The second way would be to take it to a major con. Go to the con's website that you are planning to attend, and check the dealers list. If you see "CGC" or "Certified Guaranty Company" then that means they have a booth at the show and take on-site submissions. The person at the booth will help you fill out the paperwork. Doing this can save you money because you drop the book off, you don't pay to ship them in. Sometimes they do on-site grading as well, so no shipping at all.
to the best of my knowledge, if anything states the words investment, this is 100% illegal per the FTC.
