Im pretty sure you cant. If you press A or B out of down-b she'll just kick to the side. So I wouldnt use down-b off of he stage unless you were SURE it would spike an opponent

Well, you can, it's just you can't tether right after you use B-Down. If you wait a second or two after B-Down is done, then you can tether.
