Whilst one might be able to write in rules to a second elected chamber (so the PM would have less power over their activities), I think electing the Lords would just increase the influence of political parties. Peers would depend on financial and organisational support from the parties to win elections.

Why not just leave the Lords be? They do very little and they are supposed to do very little. Perhaps reforming aspects of the Commons would be a more straightforward approach... (?)

Written Constitutions are very dangerous things, just look at the US and the problems they have with changing the Second Amendment.
