@dalektaliban english is not my native language, so it sounds monotonous to me.
and its not only about voices. japanese put a lots of effords in sound recording, they are lots of small and ambient sounds. while dubbing will eventualy lower sound quality and volume, and it cut a small bit of sounds too. if you have poor speakers of ears, i do not envy you
@Metzgermeist I'm pretty sure the major's voice is a different actress in this movie, everyone else may still be the same actors but the quality (maybe it's just the clip) is on a different level. It's kind of hard to replace the major's voice actress once you've seen SAC
@AdventuresWithKevin The Major is voice acted by Mary Elizabeth McGlynn in both seasons of sac, in solid state society, and in innocence. Take a look at one of the latest videos I uploaded entitled "Batou breaks shit up" and you'll see that the voice actor for the Major is the same as in SAC. :)
As far as I know all the voice actors are the same, Innocence just has a weird dual channel audio track that makes them sound a tad different.
I haven't seen the movie in forever so I'm not sure off hand, all I know is that someone was trying to make him look like a cyborg gone nuts because of the whole yakuza shooting incident.

I actually really like the dub. Sure, it's not perfect or anything, but I think the dryness of it all suits the movie really well.
