The problem is banks got greedy and started giving morgages out to people who they knew could not afford them. If you ever bought a house you would know the process a good bank goes through making sure you can actually afford a house. If banks didn't make enough loans, end redlining, etc., they were threatened with losing their rating. I have a hard time believing any bank was forced to write bad loans. I believe it was trickle-down greed. The broker wanted to make his commission, the bank wanted to make a profit by selling it to another bank which wanted to earn interest on the loan. Everyone had a had a motivation to pass the loan. The government merely eased oversight to allow it to happen,, but didn't force it.

What the government did under Carter and Clinton was they must write mortgage loans to people who would not normally qualify under sound banking policies. Janet Reno (AG for Clinton) threatened the banks with legal action. See no mention of "bad loans," just bad policies forcing the approval of "bad loans."

From what I understand, Clinton admin wanted them to give them mortgages, but only put in place rules to make it so they got only mortgages that they could eventually pay off (interest in all). Near the end of his administration, he caved to the republicans trying to appease them and relaxed these requirements.
