It is Bootie Brown, one of the members of Pharcyde, a 1990s rap group that helped shape a lot of underground rap/hiphop. He is a underground legend up there with De La Soul (not quite though)

I think the rap part is what ties this song together. And from what it sounds like, hes rapping about war. Which isnt bad. Maybe hes singing about the war in Iraq and Afghanistan. Not all rap is bad. Shit like Lil Wayne is what gives rap a bad name. At least in this song, the rap isnt like "All dem hoes, I gotz beer, yea fuck yall, Im duh best." and its NEVER been like that in a Gorillaz song.
