I don't know your skill level, but I disagree. If he's really a wonder kid, he should be able to get it right most of the time. Even I (a complete amateur) can make this quick serve with a decent success rate (using the normal side of the racket, that is).

I do this serve but from a traditional toss. I conceal the paddle, toss, and then as I come around I rotate my wrist to expose the backhand side (western grip) and hit it cross-court fading away. If you are able to conceal this AND hit it down the line as well as cross court it is effective. Against players with less skill, its pretty much ruthless. However, I have been blocked back several times. If you are blocked back you can drift to the right and be prepared to return with your backhand.
my coach tells me to attack whatever serve if it's coming off the table in one bounce. i do try to do that but how can i do that if i can't fucking see it bounce! :(
That's like a super-fast underside version of what I used to serve in high-school before the toss-rule became mandatory. It was like a loop-kill right near the edge of the table, and the spin kept it down.

But this is not in favor of the japanese guy because he will still have to finish the point. But if any "normal" league player can copy this serve, they will make alot of points. But I dont think this serve will get him many points on the highest level.
@gufbs obviously lol. no serve will be faster than a forehand loop since it has to double bounce. all in all, the result is simply a topspin shot. plus, unless he practices variation, the slow mo shows he does corner to corner. changing the direction alters the available length of the table. ma lin could either 1) block 2) wrist counter 3) side shuffle at a slant and counter loop

lol, i bet 100% of players in the top-1000 could return this without trouble. basically, it is just a fast topspin serve to the corner. it could be either blocked down the line, or looped wherever. lol, probably half the players at my club could return this serve. as soon as you saw the action you would know what was coming...
A couple of things really strike me in the slow-mo. Look at his follow through from 0:22 to 0:26. AND look how far the ball carries through from 0:26 to 0:30.

I suppose it'll be different in practice since the receiver would be expecting it, but in a real match situation where the opponent hasn't seen this serve before, I'm sure it'll be a bad return or even an ace.

I just tried this service a couple of days ago in my Meisterschaft against a good player and it just worked, of course some days before that I did some practice I mean a couple of hours and the result was quite impressive. 1. you have to throw 6 in. high

Does underside get more spin on the ball? Why not use a very closed normal wristy forehand, I think it's faster to learn

but whiffed about 60 times. I would imagine it would take about a year or two to get this to be somewhat
consistent. I try and video tape myself in the next couple weeks.
