There are four Bush doctrines and Charlie Gibson did not ask particularly which doctrine you want me to answer. To top it off, Charlie did not know either which one he was thinking. hha no.1 hha no.2 hha no.3 or hha no.4 For snobby person he is he did not look intellegent at all in that question.
Why would Gibson present a statement such as 'do you believe in the Bush Doctrine' without definition, when there is no one official version? I'll bet most, if not all, of those in Congress would not know right away either.
The goal here seemed to trap the subject to seem 'lost', either by Palin having to ask for further clarification of something she 'should know', or by Gibson supplying this definition after the answer is given by the subject, as if the question was answered incorrectly.

Anyway, the Bush Doctrine comes from the 9/11 experience and it is a reaction to the history of attacks. 9/11 was that proverbial straw. BD is preemptive prevention and proactive protection against anyone who would scheme to destroy our people including your own ass and our way of life. As a nice by product, the Doctrine will stabilize things a little.
