i live in holland, and I can tell you, we don't:

well the costs really depend on where you buy it if you buy in amsterdam it will most likely be 2-5 euro more then when you buy it elsewhere in holland(this because it is a good buisness and tourists dont really know/care about the prices). also if you buy in a tourist coffeeshop it will be more expensive, try to find a shop where locals go(cheaper and better weed).
