This is a private government owned road, closed off to the public. It could well be some form of advanced protection driver training with an old squad car that is soon to be stripped and taken out of public service.

a J Turn is used only in staged stunts. You would never see a copper do that on a public road even in emergencies. Simple reason being. It nackeres your car. And its very dangerous.

You also said, the fact that it didn't show any police FORCE meant that it was created using "pre-bought materials" - I was pointing out that its not necessarily the case as Central Scotland Police don't bear their logo or force name on any of their cars and yes, they are a Home Office approved official Police force.
