Ok I just read your article and it's actually a summary of a 92 page HRW report from 2006. As I read the article it supports absolutely nothing of what you claim. The Article addresses the problem of limited legal resources for women and girls who are rape victims in Mexico. Mexican "pro-Lifers" will use legal tricks to delay or prohibit girls from obtaining a legal abortion. This sounds like the same exact problem a lot of States in the U.S. are having with the Abortion debate.
