Go out into a Community Lot in Downtown area, and at night, a vampire may appear with the name "Count/Countessa ___ ___", befriend them(70+ Relationship)and they sometimes may give the befriended sim an interaction "Bite Neck" let the mdo that and WOOSH, you have a vampire. If you have University as well, you can Influence the Count/Countessa to Bite the sims' neck(Relationship still applies though).

If you still don't know how to make vampires, either go downtown at night and make friends with a vampire. Or theres a cheat for it. (boolprop testingcheatsenabled true) Btw, you do need Night Life for this cheat to work, and for there to be vampires roaming the streets.
