The physics in the game operates on a seperate 'framerate' to the rest of the game, meaning if the physics starts causing a lot of lag, it won't slow down everything else. It generally means a smoother looking game for most, though it does lead to a few bugs. Like enemies will still think normally while cars drive slower than they should be. What sys_physics_cpu 0 does is keeps the physics in sync with the rest of the game, regardless of lag.

fixed time step changes the rate of screenies for video playback to almost play as if the vid is at 30 frames per second...
sys physics_CPU will divert all physics to not take place if the CPU is overloaded(or at least thats what i got from the mass physics video i saw...)
