What bothers me about the clip is if the gang is away at Summer Camp, how can it snow? Unless they're way up in the arctic tundra or down in the Southern Hemisphere (where it would be winter when it's summer in the Northern Hemisphere), it shouldn't be snowing in Summer.

I think you're right. It's been a while since I'd seen the movie, but thinking back to a few scenes, it makes sense. When the rafters all get stranded, Snoopy loses Woodstock and has to climb over steep hills and mountainous trails, while howling for him. When the kids are in the cabin, after the snow falls, they're listening to a radio broadcast that warns mountain climbers to wear chains, to which Sally complains, and Lucy straightens her out over why they had to.
