A vehicles standard taillights are often useless in lousy conditions, hence the rear fog! Switch off in the clear.
It absolutely should not be enforced in the US. Do you have any idea how embarrassingly pathetic American drivers are? They drive around with their front fogs permanently on, even in broad daylight. When you flash them THEY STILL HAVE NO CLUE.

"20 times brighter?!" I don't think that's accurate. IIRC they're 21 watts and the parking lights are 5. So 4 times brighter.

We should have rear fog lamps here in the US! But then people would just turn on the fog lamps just for the heck of it even if its not foggy out.

We do have them on some cars. And yes- people leave them on because they don't know what they're there for.

I'm sure this dates from the mid or late 1970's, rather than the 1980's, and the man in this PIF is the former 'Blue Peter' presenter Peter Purves.
