It applies to all people. Rationality and Spirituality do not require religiosity or dogma.
If we all wanted, truly wanted, a paradise, it would have already happened.
The problem is, nearly the entirety if the human race is caught up in the impossible dilemna of the day to day and what they have to do to survive until the next day.
No man can easily build eternity with a hunger in his stomach that keeps him from obeying the hunger in his heart.

Quoting that particular passage from the bible is not appropo in this context.
That message is stating that one should look to ones own problems and leave others to their problems.
If you don't lend a hand when you can, you are doing nothing useful.
The world may be illusion, but that is no reason to not try and do what you can.
