Not always. As an example, Bush's intention was clearly to get us into Iraq, even using false pretenses to do so. The intention clearly played out the same as the reality in that case. In this case it seems clear that Boehner was not speaking to the brick throwers, but rather condemning them and telling others not to act out in this way. Who knows nowadays? I don't trust any of our politicians to speak the truth anymore.
