Their speech is sort of tailored that way. If you give a speech at a level above which most people understand, no one will get it. If you write it so that a third grader will understand it, then even the dumb ones will understand.
I've had the misfortune to work with one of our state reps years ago...everything he said was slow and deliberate. It aggravated me to no end.
As far as the "oh god" comment...he should have said it louder.
