Here, the Police use all blue, Fire/Resc is all red.

Actually now, with the lightbars being LED and thinner, they dont resemble "Lights" at all but I think (day or night) the sight of a row of Blue across the top still triggers that "Oh Crap!" reflex. Who Knows?
