I'd say lucas is for beginners, while ness is for more advanced players. Several points back it up.

PK thunder of LUcas travels slower speed but easier to control, Ness the opposite.

PK Freeze can be controlled better sideways but PK Flash cannot be controlled much at all.

Lucas relies more on comboish attacks like PK cannonball (small hits) but Ness results in one big hit that is hard to pull of (like his PK cannonball that sends em flying).
