In LDS theolgy, all who accept the gospel are adopted into the house of Israel (if not literally descended from Jacob), and entitled to all of the blessings of the covenant. Hmong origins are a mystery, with some speculating a middle eastern component. A bit of a stretch perhaps. My uncle spent 9 years in Laos/Thailand. He even met Pop Buell, one of my personal heroes.
Sorry for the confusion. I'm Mormon, and every Sunday I worship with a lot of Hmong who are also Mormons in San Diego. Israel, which is mentioned a lot in the Bible, is an important theme in the "Mormon Church," as it is in other Christian denominations. This is a Mormon song about Israel. Because I worship with a bunch of Hmong, it is sung in Hmong. Hope that clears things up! :)
