There is a lot of difference.

The ebay laser has NO burning ability, it will not last long, the beam range is very short etc etc

For a lot of applications, you need much more power and quality than you get from ebay lasers.

Normally, yes. Doing something like lighting a cigarette is very unsafe. The person in this video though was wearing laser safety glasses with are plenty of protection against even 300mW and higher power lasers.

You will find though that green lasers generally have more mW than blue lasers.
