i agree...its a carnival ride or part of one broken down. Most traveling carnivals are equipped to be quickly broken down and transported by truck. most of the rides are actually based on a trailer chassis and has it's own set of wheels and kingpin.

NO NO NO IT'S PART OF A CARNIVAL RIDE YOU ALWAYS SEE IN TOWN EVERY SO OFTEN .. MAYBE B4 STATE FAIR.
