I understand that this is a cell phone in Japan, but can the D4 be use outside of Japan(the USA) for WiFi use only? I cant find anything about it online,

the D4 works on the WiFi b/g global standard.
it will work on any WiFi b/g network world-wide

the phone functions only work in Japan, because it uses a Japan only phone system... it's not GSM / 3G or anything useful like that :(

no, it can not be used on any network outside Japan (there is nothing to unlock, it just will not work at all - like trying to put gas into an electric car).
At the moment I don't know any MID with phone function for $500
