With the incorrect apostrophe on the word "its", the sentence is basically saying this:

"Attack while it is tail's up!"

The first time I ever played the game I was deceived by Cloud saying "Attack while its tails up!" before he finished and said it would counterattack.

Obviously I attacked immediately and paid the price.
