Food deprivation is used in the non-food motivated or semi-food motivated animal. It's called "Establishing Operation", very simply you create food as a reinforcer through deprivation. Animals need motivators that can be utilized in training, the list is very short, and food is right at the top as numero uno. Anyone who's owned an independent dog knows the frustration when you are training something as basic as "sit" and the dog does the command but spits your human grade meat on the floor.
I would say that 100% of the time there is NO need to train a hungery animal. If you are having troubles and have even consulted Natural Encounters (or something similar) then weight management may be called for. But in all reality weight management is hardly used at all, even in zoos. So yeah, its possible to train without starving a creature.
i tried doing this.. i found a squirrel and i tried and it bit the living fuck outta my hand and i had to gat a tentnis shot... damn squirrel...but i wont blame it.. if i was a squirrel and i saw a human holding a sunflower seed going on and on bambiling: here squirrliiie!! here squirlie squirlie!! id bit the fuck outta it and run up a tree a laugh my little aquirrel laugh lol.. twich my tail and throw acorns at it. lol... :(.. i wish i was a ferret...

She's a wild squirrel. I'd been feeding her for about an hour when I took this video. I wouldn't call her "tame", but I do put out gerbil mix for the squirrels frequently, so they are used to finding food in this place.
