i wouldn't say that, he is a good singer and a great guitarist too bt there are others that can play the guitar better(jimmy page for ex). What makes this guy unique is that he does both things at the same time (sing and play) and he does them great. The only one who i believe can "compete" with Kurt is Paul Stanley from kiss, although in my opinion Kurt is a better guitarist and Paul a better singer. Bt ofc they both rock :P
