The bottom line is solving permanent storage for both the defense and civilian nuclear waste stockpiles before any new nuclear facilities are contemplated past planning stage, is the only way forward.

The real financial burden of civilian nuclear must be made clear and up front, cradle to grave. Completing the final storage part will allow the true costs to be determined.
