Rachel Carson was not about science, she was about journalism. Journalism will always appeal to fear because humans (like all animals) are born with an instinct to seek out danger before it seek them out. Journalist provide this "danger" to the public in a ready-packaged format.

In India it's a common chemical. We've banned the use of it in the U.S because
of Carson but never stopped exporting it around the world.
