Tbh i think that half the people in that room weren't really laughing, especially Miss Collins. I think the impact of her mother and her disgusting classmates' sadistic intentions and the constant need to have to hide her abilities from the world that already regards her as a freak, eventually broke her down and was completely fuelled with rage, and wanted to burn the whole town to the ground.

Pretty much everyone in this scene were warming up to Carrie, (you notice almost no one was laughing at her and were actually horrified at the pig blood treatment.) Notice how she kills Tommy in the fire, and the teacher (who was the only character in the film who was nice to her from start to finish) dies one of the most brutal on screen deaths. What makes this scene sad is that nobody here deserved what happened (unlike the two douchebags)
