The first time I saw this I didn't know my friend was playing the game when i walked into the room, but this loading screen was up and as a stood looking at it, reading the text scroll, I had probably the biggest "wtf holy shit" moment of my life.

My biggest fear is that someday, we'll see this message scrolling across our TV screens for real. Given all those suspicious Islamic compounds scattered across the country, who knows, there could be thousands of enemy troops in the country right now, just biding their time, waiting for the day they can rip our guts out from the inside.

Its the American Emergency Broadcast System. There are a few redundant systems, some run by the Federal Governments, some run by various State Governments, and several big metropolitan cities (like New York and LA) have their own.
