The fastest course to understanding it is to read Federalist paper #41.

The gov't has the power to raise taxes but only on those things that they are empowered. Those powers are listed in the Constitution (and healthcare is not mentioned) therefore, it falls to the states to take up items not mentioned (9th and 10th amendment). If general welfare meant the gov't to do ANYTHING, there would be no need to enumerate powers.

I talked to a gentlemen a while back that was from Ireland and they have this same health care system there and according to him the cost doesn't go down since there is nothing in place to stop the hospitals from taking advantage of the system and the taxpayers pay through the nose for it (whether you use it or not).

My father hasn't been to a doctor or hospital in over 40 years and he's doing just fine. My Grandfather hasn't been to a hospital in over 67 years and he's 91 now and doing just fine.

Not paying for someones problems and hospital bills ... now that's a cost savings.
