Actually Doc it has nothing to do with Railway byelaws. There was a rule that required the driver of a train to sound a two tone warning on entering and leaving a tunnel. Also a drived was instructed to sound the horn at an intermediate point in a long tunnel. These instuctions were taken from the rulebook four years ago.
Sounding the horn when a train is being shunted on an adjacent line; and when entering a station and a train is at a stand on an adjacent line has also been repealled.
