The secpol.msc will ONLY work for Vista Ultimate. Don't turn off UAC, its there for a reason, to ensure you know what changes are being made. Instead of having things download and change settings by themselves.
I heard it as plain as day. You can also type "secpol.msc" (without quotes) which will give you the same window but with just the Security options part of the Tree.
if you really want to remove that annoyance forever, just go to control panel-user acounts- then click on (Turn off user acount control) you may need to restart windows afterwards, but that annoying popup will never bug you again.
