Oh good grief, it's likely a subcontractor for NES. They are all over the place here in Nashville! When they sub out work to folks not on the permanent payroll, they give them the magnets to put on their vehicles. He was probably parked "illegally" cause he was on call and trying to fix something, thus needing to park his van where he could get to his tools. Phone companies do the same thing. The windows are blacked out so that THIEVES can't see what's in there to steal.

Citizens have the right to enforce the law as well, especially when they feel threatened.

Nothing illegal about trying to blend in to the background to perform an investigation. And if you're really THAT upset about them being parked illegally....come on man.
