And on top of that, Gilgamesh's personality is consistently boisterous, cowardly or no. Personally, I think he outgrew his cowardice just before being banished by Exdeath.
I'm pretty sure it's the same one, just because he was banished by Exdeath to wander between dimensions for the rest of his considerable if not infinite lifespan. This is supported by his appearance in FFXII because he has acquired fake swords from many different universes. Of course, it's entirely possible that Ivalice could make the Buster Sword, the Lionheart, or the Brotherhood, but I think it implies that he traveled to all those worlds.
I don't think that all the gilgameshes are the same ones, but that's just because his personality changes between games. In Final Fantasy V he's a coward. In Final Fantasy XII he's the one who attacks the players in the first place and doesn't run. (Well, he does, but not without a fight)
But, I can see where your theory is coming from, and I have to agree that it makes sense.
