"H" is maynard's son (Devo) second name. The lyrcs play on the pown of the double meaning because of the common slang "H" for heroin (as reported before). In addition it seems quite reasonable to state that you don't have to be an actual addict if you want to write about drugs, like you don't actually need to visit the future to write a scifi novel or to travel into the past to prepare a roman empire film and so on. @bom2 Maynard has said many times that he's indulged in psychedelics. He's also said that he has skirted the line of addiction but never crossed over. I interpret that as using drugs that are traditionally associated with "addiction" e.g. heroin, cocaine, etc. etc. I imagine that this was in the earlier days.

Now he seems to be of the mind that psychedelics should be used sparingly and that the idea is to get to those intense experiences and great heights by way of something other than drugs.
