I think all yellow/third perks are underpowered. Except Ninja. Ninja is probably the most over-powered perk of all of them. That's why SitRep is useful. Pro that is because then it balances out the footsteps.

commando is the best third perk followed by ninja which you only need if the enemy is using heartbeat sencors or are using ninja their selfs which most likly means they have head sets which are cheap to use

Scrambler is not useless on all occasions.Say you're playing with a full party on a small map like scrapyard, and everyone on your team has scrambler on. Their UAV is going to be scrambled almost everywhere on the map if your team is well spread out. It can also be used in highrise if you're in their spawn when they are spawn trapped in either A or C on domination.
