The game itself, though a big technical feat, I think they got lazy with the translation. lol
The only working unit that I'm aware of is at Funworld in Nashua, NH.
However, it's been in a sorry state for a number of years (as an example, the sound synthesis is FUBAR'd, so the game is silent save for the clicking of the gun turrets).
There was footage in both Japanese and English on the LD. I believe the uploader played the video of one playthrough with the audio of the other in the opposite manner as his upload on Nicovideo.
SO I WAS PLAYING RIDGE RACER 2 VIA THE EXELLENT VIVA NONNO EMULATOR AND SPOTTED THE NAME OF THIS GAME ON A BANNER HERE I AM 17 YEARS LATER :)

Attack of the Zolgear came to the states, it was just rare because the theater was both massive and prohibitively expensive.
