Shaham is a great musician though, I used to have a cd of him playing Ernest Blochs Baal Shem and Suite Hebraique, I just listened to it over and over again :)
It is not him skipping. He does not skip a "pips." It is the video and streaming quality. The music is too quick. You should hear him live and directly

The greats do it all the time in order to preserve rhythmic pulse and musical line. Shaham so beautifully captures the spirit of this piece, and besides, don't you love the notes he adds? Yes, this is my favorite as well. I love Kreisler; he is a wonderful violinist and wrote a lot of beautiful music. He was a medical doctor, so he was smart as well!! And, he looks like a very nice gentleman.
