It's just character animation. You can use the Game Maker sprite editor to create the animation based on static images.

If you're new to character animation, try first creating some animated gifs so you can have a better idea of the principles.

I had to learn and read a lot about Game Maker and GML. It took me 6 weeks to develop it.
