How do u make Cable's Beam special move in a up or down circle direction like.

If you mean bending the beam up and down, you just spam punch buttons as the beam is going. You can then direct the beam up or down with your joystick.

Hold Down+Towards them and press High Punch I believe. High punch or low punch...
