If it's painted, mix in some vinegar with the water. It was illegal to use asbestos after 1978. If you don't know for sure, have it tested or use the proper respirator and clothing.

Not really, my ceilings were painted many time and had no problems removing the popcorn - the paint was flat. If the paint is semi gloss or gloss, may present a bit of challenge. If that is the case you could use one of those roller things to perforate the wallpaper on your popcorn ceiling.
The big dark spot that you see in most of the video is just paper part of the wallboard material. It may appear darker than normal here because it's damp from being sprayed down with water. The light spots are where mud was applied, tape joints and nail holes.
