You are correct Cornliius made the first Submarine.
John Holland managed to sell it to the Military
It is believed that William Bourne came up with the idea of the submarine in his book Inventions or devices published in 1578.

i still can't figure out how they kept it submerged..and from leaking !
I'm sure it was very small, and a one-man raft.
