A little edification for your benefit & the benefit of the guy from Cato...No Child Left Behind Act of '01 was a DEMOCRAT initiative. It was authored by Mr. Manslaughter, Ted Kennedy. The majority of the bill was written by Kennedy staffers and democRAT legislators.
Why did Bush sign it? On the advice of Karl Rove, Bush was adopting a "New Tone" meant 2 woo democRAT traitors & get them 2 work with the new president. It was a MISTAKE!
