If you find the same "Soundie" as posted by ""lowlights", you'll find it correct, with the final title facing the right way. Of course, the harmonica player then holds the instrument backwards, but many did play that way, including the famous Johnnie Puleo and Cham-Ber Huang.
He actually appears immediately, tho why he's made up to resemble Adolf Hitler is a puzzle. At the end we see that the film is flipped over (the closing title is backward), so his forelock originally appeared over the right eye instead of the left, as Hitler had it.
As a harmonica enthusiast, I naturally enjoyed the uncredited shoeshiner's solo!

Jimmie Dodd appeared in several "Soundies" in the mid-'40s, including one with Kay Starr.

Soundies were flipped on purpose because the Panorams projected using mirrors so the image came out right again

Jimmie Dodd, who appears at about 1:50, is better known as one of the adult Mouseketeers on TV's "The Mickey Mouse Show" in the 1950's.
