It's not like they were the only ones good enough (and it's 3) >.< ALL of the Turks are still alive and working, but everyone except for Elena (which joined after this game), Reno and Rude continue to work under Veld. Even friggin ShinRa doesn't know they still live and the only one that does is Tseng, cause he still keeps in touch with Veld, considering him his mentor. So it's not like they're worse (actually ppl like "Male (Legend)" are considered far stronger than Reno and Rude.

I've got a great idea, they should (if it's possible that is) remake the FFVII serie's into one giant game - in other words, the FFVII movies & games all into one game. that the story starts off from the very beginning and that you'll also be able to play with other characters for example you'll start off from the point of view from the turks then Zack then Cloud and so on THAT WOULD BE SOOOOO TIGHT!!!!
