It's not a comet - it's not a helium balloon for chrissakes. Moscow to approaching Perm puts you halfway between the Plesetsk launch facility and the Baikonur Cosmodrome. It's just the launch of a Russian rocket (most likely from Baikonur).

The description with the video is correct. Check the date and I'm sure it'll correspond with a launch. It's a pretty recognizable and not uncommon sight in that area.

This is a rocket known as Project SHAD. Notice the same smokey blue texture as this clip. Also I would point out to look closely at the "tail" in The clip U say is a balloon...It is very fluffy and contrail like, also at the head U can see the bright object which is the rocket.

Whatever this is, like the other vids similar to it, it appears to be causing friction with the higher atmosphere & casting light on its own gas trail, as do jets at high altitude...with the friction & producing trail I mean, not the cast of light shining back, at quite a distance I might add.
